Ranchi: State chief electoral officer (CEO) K Ravi Kumar on Saturday directed people who have renounced citizenship and other non-Indians not to fill or sign Special Intensive Revision (SIR) enumeration forms. Such persons must immediately return the forms to booth-level officers during the enumeration phase from June 30 to July 29, he said.Addressing all divisional commissioners through video conference during SIR training on Saturday, Kumar warned that submitting an enumeration or declaration form with false information is punishable under Section 31 of the Representation of the People Act, 1950.He also outlined rules under the Citizenship Act, 1955, and later amendments. Those born in India between Jan 26, 1950, and July 1, 1987, are citizens by birth. For those born between July 1, 1987, and Dec 2, 2004, at least one parent must be an Indian citizen. For those born after Dec 2, 2004, both parents must be Indian citizens, or one must be Indian and the other a non-Indian legally present in India with a valid passport and visa, and not an illegal immigrant.He said these cut-offs are the principal benchmarks for deciding eligibility during electoral roll verification.
