Ramgarh: Former Congress MLA Amba Prasad demanded govt intervention in the Khasmahal land issue and a halt to punitive action against lease holders until the Khasmahal Manual is revised.She said policy uncertainty persists 25 years after Jharkhand’s formation, with the manual and long-pending residential leases still not renewed.“The controversial situation reflects serious lack of coordination between legislature and executive and administrative anarchy. On one hand, policy making is stalled due to lack of policy clarity; on the other, local administration is taking unilateral and punitive steps without any clear rulebook,” Prasad said.She added that action against select lease holders without a transparent and due process has created a situation akin to dictatorial and whimsical rule in the state.“Due to this harsh and arbitrary attitude of administration, common people are being harassed continuously, while public representatives raising voice for citizens’ rights and public interest are also being targeted,” the MLA alleged.She said lease holders across the state are resentful over legislative and administrative inaction.“I strongly urge the govt to intervene immediately, renew the Khasmahal Manual and make the lease extension process transparent and simple, and till a lawful policy is implemented, all unjust administrative actions against lease holders should be stopped immediately and status quo be maintained,” she said.
