Babulal Marandi urges Hemant Soren to cancel Rinpas director appointment ad

Ranchi: Leader of Opposition and BJP MLA Babulal Marandi on Thursday urged chief minister Hemant Soren to cancel the recently issued advertisement for appointment of the director of Ranchi Institute of Neuro-Psychiatry and Allied Sciences (RINPAS), alleging that it violates National Medical Commission (NMC) norms and omits essential eligibility criteria.In a letter addressed to the CM, Marandi said that the health department’s Aug 26 advertisement for the appointment of a permanent director of the premier mental health institute failed to specify the educational qualifications required for the post. “The omission is a serious flaw in the recruitment process,” he added.Marandi also questioned a set of rules notified by the state govt on Oct 14, 2024, governing appointments to the director’s post. “The rules permit candidates from the non-medical faculty to be considered for the position, contrary to NMC regulations,” he said.Citing NMC provisions, he claimed that appointments to top positions in medical institutions, including director, dean and superintendent, should be restricted to eligible medical faculty members. He alleged that the state rules were inconsistent with these norms and could pave the way for the appointment of a non-medical candidate.Stating that RINPAS has been functioning under a director in-charge for several years, Marandi said, “The institute requires a permanent and qualified head to ensure efficient administration and decision-making.“He demanded that the govt revokes the existing appointment rules before issuing a fresh notification in accordance with NMC guidelines.
