Patna: The state govt has made it mandatory for officers of the state and central services to possess knowledge of disciplinary proceedings before their services are formally confirmed. To facilitate the process, the Board of Revenue on Wednesday launched a dedicated online portal.Under the new arrangement, trainee officers will be required to submit records related to disciplinary proceedings through the portal before confirmation of their services. The initiative aims to ensure that govt officers are well-versed in departmental procedures and the rules governing administrative actions.Board of revenue chairperson-cum-member Harjot Kaur said a sound understanding of the Bihar Government Servant (Classification, Control and Appeal) Rules, 2005, commonly known as the Bihar CCA Rules, is essential for all govt servants. She said the training would help officers understand departmental procedures, safeguard their legal rights and discharge their official responsibilities effectively, thereby promoting discipline, transparency and legal compliance in governance.The move comes against the backdrop of courts frequently quashing punishments awarded in disciplinary cases due to procedural lapses and failure by inquiry authorities to adhere to prescribed rules.Officials said the govt has entrusted the board with ensuring compliance and minimising such errors. The board has already written to all departments, directing them to ensure that trainee officers comply with the mandatory online submission requirement.
