Govt scraps all loan & verbal order appts in mantris’ offices

Mumbai: The state govt has issued an order to immediately cancel the appointments of officials taken by ministers on loan from other departments or through verbal orders to work in their offices. It said if such officials do not return to their parent departments by Sept 10, their salaries will be cut and disciplinary action initiated against them.The order states that such officials must surrender their Mantralaya entry passes.A govt resolution (GR) said officers are being appointed in ministers’ offices directly on contract basis or externally based on verbal orders without the approval of the CM or the chief secretary. “This includes technical officials like doctors, stenographers, teachers and engineers in large numbers. Since the appointed officers do not have any training or work experience in the work of the ministry, it directly affects the work of the ministry and disrupts the administrative functioning,” it said.The GR said if there was an urgent need for more officers in the offices of ministers, then a proposal must be submitted to the CM through the chief secretary. “Officers should not be appointed on a loan basis or through verbal orders.”The order also said that some posts have been declared obsolete or dying cadres by govt, and the practice of extending the tenures of retired officers of those cadres on a contractual basis is inappropriate.
