Patna: AICC in charge of NSUI, Kanhaiya Kumar, on Tuesday alleged that police had used force against student protesters last month in violation of prescribed procedures and provisions of the police manual.Addressing reporters at the party’s state headquarters, Kanhaiya said his observations were based on an interim report of a fact-finding committee (FFC) constituted by the Congress to inquire into alleged police violence against student protesters in Patna and other parts of the state.Members of the FFC met students who were allegedly injured, their parents and guardians, spectators and administrative officials while preparing the interim report. The final report will be submitted to the AICC, Kanhaiya said.“According to the interim report, the necessary process and constitutional provisions were not followed by the police while taking action against the protesters. It was also not clarified during the inquiry on whose orders, including those of officials or magistrates, the action was taken,” he said.Referring to the use of an AK-47 during police firing in Siwan, which had drawn national attention, Kanhaiya said the incident indicated “excessive” use of force.Kanhaiya said medical examination reports of several injured students were not made available to the FFC and that the committee was also not provided arrest warrants and other relevant documents.Kanhaiya demanded a judicial inquiry and an impartial probe into all cases involving police action against the protesters.
