3-yr RI for contractor in H’bag road construction dept’s bitumen scam case

Ranchi: A special CBI court in Ranchi on Monday awarded three-year rigorous imprisonment (RI) to contractor Jhaman Prasad in the road construction department’s bitumen scam case in Hazaribag district. It also imposed a fine of Rs 40,000 on the convict under each of the sections 468 and 471 of the IPC .The convicted contractor was also sentenced to two-years imprisonment with a fine of Rs 20,000 under Section 420 of the IPC.The scam is related to the repair works of Barkagaon-Tandwa-Hazaribag road in 2004-06 and the Ramgarh-Bhurkunda-Patratu road in 2005-06. The convict had reportedly submitted 13 fake invoices for 114.616 metric tonnes of bitumen worth Rs 20.23 lakh during the execution of the two projects.The court of additional judicial commissioner, Kuldeep, however, acquitted six former govt officials for lack of evidence against them. Tthe acquitted are department’s former assistant engineer Radha Krishna Prasad, and former junior engineers Akhileshwar Singh, Gyan Chand Chaudhary, and Bhuneshwar Mahto, besides building division’s former assistant engineer Uttam Kujur and former junior engineer Ram Prakash Sahu. All have superannuated from service.The CBI had submitted chargesheet under section 120-B read with sections 420, 467 and 471 IPC and section 13(2) read with 13(1)(d) prevention of corruption act. CBI public prosecutor Sushil Kumar examined 14 witnesses to establish the argument against the accused persons.
