Ranchi: With Jharkhand’s Special Intensive Revision (SIR) of electoral rolls entering the crucial claims and objections stage, chief electoral officer (CEO) K Ravi Kumar on Friday directed election officials to verify applications impartially and within the stipulated timeframe.The month-long process will begin after publication of the draft electoral roll on Aug 5 and continue until Sept 4. Kumar, addressing district election officers, electoral registration officers (EROs), assistant EROs, additional AEROs and deputy election officers through videoconferencing from Nirvachan Sadan, trained them on procedures governing scrutiny and disposal of applications.Officials will verify an applicant’s identity, date of birth, ordinary place of residence and declaration using prescribed documents. Notices will be issued to voters in cases involving unmapped entries or other logical discrepancies, seeking supporting papers. The EROs and AEROs will subsequently pass reasoned orders.Eligible Indian citizens residing in the state whose names do not figure in the draft roll may seek enrolment by submitting Form 6 along with a declaration. Residents whose names are registered in another state may apply for transfer to Jharkhand through Form 8 and a declaration.Documents admissible for verification include govt or PSU employee identity cards and pension payment orders; documents issued before July 1, 1987, by a govt body, local authority, bank, post office, LIC or PSU; birth certificates; passports; and matriculation or other educational certificates issued by recognised boards or universities.Permanent residence, forest rights and caste certificates may also be submitted. Other accepted records include the NRC, wherever applicable; family registers prepared by state or local authorities; and govt-issued land or housing allotment certificates.Applicants may also use an extract from the electoral roll prepared during the previous SIR by underlining their own entry, or that of a relative, in the relevant polling station PDF. Kumar said this would be treated as a superior document.He asked officials to ensure every eligible citizen was enrolled while preventing the inclusion of foreign nationals. The enumeration phase, which began on June 30, concluded on July 29.
