All registration offices to go paperless by Aug 17 in Bihar

Patna: All 141 registration offices in Bihar will become paperless by Aug 17, prohibition, excise and registration department secretary Naveen Kumar said after a review meeting on Tuesday.Paperless registration was launched in 10 registration offices during the first phase on July 11 and extended to 40 more offices on July 30. Naveen directed officials to accelerate the process in offices where the volume of paperless registrations remained below the expected level. He also ordered that letters be sent to the DMs concerned in such cases.Naveen said the home registration facility, earlier available to senior citizens aged 80 and above through mobile registration units, had been extended to those aged 75 and above for flat and land registration.He asked service providers to ensure necessary assistance and convenience to the public during paperless document registration. Their remuneration has been fixed at Rs1,000 for documents valued up to Rs1 lakh, Rs2,500 for documents valued between Rs1 lakh and Rs5 lakhs and Rs5,000 for documents valued above Rs5 lakh.The secretary also called for an online public grievance module to make the process more effective and transparent.Naveen asked all assistant inspector generals to conduct regular site inspections of registration offices to boost revenue collection and curb revenue evasion. He told officials to ensure GIS-based inspections and communicate the instructions to all district registration offices.He stressed effective action against rule violations and revenue evasion to protect revenue interests. He also asked officials to expedite pending recovery proceedings related to auctions, prioritising major cases while ensuring speedy disposal of smaller cases as per rules.
