Govt to start suo motu land mutation for legal heirs: Min

Patna: The legal heirs of deceased recorded landholders (raiyats) will no longer need to submit applications or make repeated visits to block offices to get the land mutation done in their names.Revenue and land reforms minister Dilip Kumar Jaiswal on Monday said revenue staff (karamcharis) will visit villages to identify such cases and initiate the mutation process suo motu based on the information gathered. He said department’s secretary Jai Singh has issued detailed instructions to all divisional commissioners and district magistrates in this regard.Jaiswal said the additional collector (ADM) and the deputy collector land reforms DCLR) will conduct a review for each circle during the first week of every month. Progress on these cases will also be mandatorily reviewed during weekly review meetings. “Disciplinary action will be taken against any official or employee found negligent, indifferent, or failing to meet the prescribed targets,” the minister warned.Jaiswal said the govt intends to ensure that no family is deprived of its legal rights due to a lack of information or administrative delays. Land records (jamabandi) remaining pending in the names of deceased landholders for years lead to family disputes, litigation, and difficulties in availing benefits of govt schemes, he said.The minister said every revenue employee must update the land records of at least five deceased jamabandi holders each month in every ‘mauza’ (revenue village) under their jurisdiction. The circle officer (CO) concerned will be responsible for meeting this target.He said the karamchari would identify the deceased jamabandi holders based on birth and death registration records, the village watchman’s reports and information received from local public representatives and villagers. Following necessary verification, the authorities will contact the legal heirs to obtain the required documents.Even if documents related to the partition of land are not available, the mutation process will be initiated based solely on the right of succession. The process will be conducted online through the ‘BiharBhumi’ portal, he said.
