Gaya: Amid the continuing pen-down non-cooperation by deed writers against the e-registration system, the Gaya district administration has decided to launch an extensive awareness campaign to familiarise citizens with the new process and its facilities.District magistrate-cum-district registrar Shashank Shubhankar, at a meeting with district sub-registrars of Gaya, Sherghati, Tekari and Neemchak Bathani on Wednesday, directed officials to ensure the smooth implementation of the system and create greater awareness among citizens.The move comes as members of the Gaya district deed writers’ association continue their non-cooperation against the system, introduced on Aug 17. The association said it was not on a formal strike, but its members had stopped registration-related work.Association president Birendra Prasad said, “While more than 100 registries are conducted on an average on normal working days, only five registrations have been completed since Aug 17. Before the new system was introduced, around 300 registrations were recorded in the district on Aug 14 alone, which shows a sharp decline.”“The disruption is also causing revenue loss to the state exchequer, besides affecting citizens seeking to complete property-related transactions.”Around 300 deed writers working at the registration office are facing financial hardship as they depend on daily earnings for their routine expenses.Prasad said members had raised concerns over practical difficulties in shifting to a process relying on digital signatures and technology-based procedures. “The clients hesitate to share the one-time password (OTP) delivered on their mobile number fearing financial fraud from their bank account,” he added.The association alleged the system was introduced without adequate preparation and training for deed writers. It has decided to continue its non-cooperation till Aug 31, after which further action will be decided.
