Patna: The revenue and land reforms department will launch a 45-day state-wide campaign from Sept 15 to correct errors in land records and jamabandis, with land measurements required for rectification to be carried out free of cost, revenue and land reforms minister Dilip Kumar Jaiswal said on Friday.At a review meeting of additional collectors (revenue) in Patna, Jaiswal said the campaign would focus on rectifying discrepancies in khata and khesra numbers, plot details and names of raiyats. He directed circle officers (COs) to ensure timely correction of land records in their respective jurisdictions and stressed that officials should reach out to citizens instead of making them repeatedly visit govt offices.The meeting reviewed progress on govt-land verification, locked jamabandis, upload of scanned documents, revenue court cases, pre-registration verification, succession and partition mutations, forged documents and other revenue-related issues.Jaiswal directed officials to stop “cherry-picking” cases and ensure that all applications are processed fairly. COs and revenue officers (ROs) were asked to interact personally with visitors at circle offices, explain the status of their applications and inform them about the next steps. He said better communication would help reduce the number of offline applications and overcrowding at offices.The minister said the department headquarters would monitor the quality of case disposal in circles on a daily basis. Teams will be deployed to assess work quality in assigned districts and submit daily reports, easing the supervisory burden on deputy collectors land reforms (DCLRs) and additional district magistrates (ADMs).Jaiswal also emphasised the need to create comprehensive land banks of govt land in every district, covering all categories of public land, to support future industrial and development projects.He said notifications would soon be issued for more than 1,000 villages in Arwal, Jehanabad, Sheikhpura, Sheohar and Lakhisarai under the ongoing special survey. Landholders will be given three months to file appeals before ADM courts, and a dedicated Survey Appeal Cell will be set up for the purpose.The department also plans to introduce special mutation procedures in survey districts. Under the new system, land records will be accompanied by maps to improve identification of plots and help minimise future disputes.
