New Delhi: National Green Tribunal has issued notices to the deputy commissioner of Hazaribag and commissioner of Hazaribag Municipal Corporation, threatening to initiate property attachment for not complying with the tribunal directives in connection with conservation of Okni pond.The eastern zone bench, Kolkata, on Sept 23 was hearing the execution application filed by Jai Gopal Rai linked to non compliance of the tribunals July 3, 2025 order passed in connection with the original application filed in 2024.The tribunal had directed the Hazaribag DC to determine the authority responsible for the rejuvenation and maintenance of Okni pond and to ensure implementation and completion of the action plan for conservation by July 3 this year. The DC was also directed to submit a compliance report by July 15.As no compliance report was filed, the matter was taken up for further proceedings. The tribunal noted that non-compliance with an order of the NGT constitutes an offence punishable under Section 26 of the National Green Tribunal Act, 2010, while orders of the tribunal are executable as decrees of a civil court under Section 25 of the Act.The bench asked the officers to explain why appropriate execution proceedings should not be initiated for non-compliance with the tribunal’s earlier order.The matter has been listed for further proceedings on Nov 26.In the original order the tribunal noted that the respondents admitted that residential drains are being allowed by the municipal corporation to flow into the Okni pond and that garbage is scattered all around the water body.
