Mumbai: Seeking greater citizen participation in civic works, BJP corporator from Cuffe Parade Makarand Narwekar has asked BMC to make a Completion Certificate or Satisfactory Work Certificate from local residents mandatory before final payments are released to contractors for civic works in residential areas.In a letter to BMC, Narwekar said the proposed system would bring greater transparency and accountability to civic works undertaken in residential colonies and public premises. The certificate, he said, should confirm that the work has been completed as per the approved scope, quality standards and to the satisfaction of local residents.“Quality of work executed in many areas of Colaba and Cuffe Parade is not good. Ward-level officers are failing to ensure strict compliance, due to which residents are suffering. Hence, there is a need for a certificate from residents confirming that the work has been completed as per the approved scope, quality standards and satisfaction of local residents,” Narwekar said.The proposal comes as Narwekar seeks to introduce a more resident-driven approach to the utilisation of the corporator’s fund. After being elected from ward 226, he had written to residents of Cuffe Parade in Feb inviting them to suggest civic works that could be taken up using his corporator’s fund.
