Form panel to set up open prisons in state, Jharkhand HC tells govt

Ranchi: The Jharkhand high court on Monday directed the state govt to form a committee for establishing open correctional institutions (OCIs) in the state. Following a Supreme Court directive, the HC ordered the home secretary to constitute a three-member committee to look into the matter and furnish a report thereof.A division bench of Chief Justice M S Sonak and Justice Rajesh Shankar instituted a public interest litigation suo moto on directions of the Supreme Court to establish open correctional institutions in the state.The Supreme Court in March 2026, while hearing a case issued nationwide directions to all states and union territories to expand OCIs. The direction comes in the light of the fact that the existing jails are becoming overcrowded and the state needs to establish more open prisons to reform inmates.The Supreme Court had ordered the implementation of uniform minimum standards for inmates, inclusion of women prisoners and to provide basic health and care facilities to the inmates.The Supreme Court highlighted the idea of reforming the inmates during their stay in the OCI. The court also mentioned providing proper nutrition and food to prisoners and to provide gymnasiums to inmates to channel their energy in a constructive way. The case will again be heard on June 11.
